Passed Legislation

CFATS Reauthorization
NACD played a pivotal role in the passage of the 15-month Chemical Facility Anti-Terrorism Standards (CFATS) program extension. Of note, H.R. 251 was one of only a few pieces of legislation passed during the government shutdown.

CFATS Multi-Year Reauthorization
NACD testified before the U.S. House of Representatives Committee on Energy and Commerce hearing and a U.S. Senate Committee on Homeland Security and Governmental Affairs roundtable regarding the importance of Congress passing a multi-year reauthorization of the CFATS program.

Trade and Tariffs
Members testified before the Office of the United States Trade Representative (USTR) on the negative impact of Section 301 tariffs.

Driver Hours of Service
NACD testified before the Federal Motor Carrier Safety Administration in favor of expanding the short-haul exemption.

Rail Reform
Seeler Industries CEO Steve Seeler participated in a U.S. House of Representatives Committee on Transportation and Infrastructure Subcommittee on Railroads, Pipelines, and Hazardous Materials “Railroad Shippers Roundtable” expressing concerns about poor service and excessive fees from the Class I railroads.

DRIVE-Safe Act
NACD successfully helped to secure 124 cosponsors in the U.S. House of Representatives of Representatives and 33 in the U.S. Senate to date to promote the passage of the DRIVE-Safe Act (H.R. 1374/S. 569) to lower the commercial driving age to 18, opening jobs to a new segment of the workforce in a tight segment of the economy.

Past NACD Chairman Mat Brainerd testified before the Surface Transportation Board and continues to advocate for small rail customers as a member of the Rail Shipper Transportation Advisory Council.

Chemical Sector Coordinating Council
NACD Regulatory Affairs Committee Vice Chairman Matt Fridley led the chemical industry’s security efforts before the U.S. Department of Homeland Security and other entities as 2019 Chairman of the Chemical Sector Coordinating Council.

NACD Vice President of Regulatory Affairs Jennifer Gibson was appointed as a voting member of the new Transportation Security Administration’s Surface Transportation Security Advisory Committee.
