NACD Requests Administrative Stay on OSHA HCS Rule
NACD sent a letter and supplemental information to the Occupational Safety and Health Administration (OSHA) asking for an immediate, short-term administrative stay through December 1, 2015, regarding the agency’s enforcement of its Hazard Communication Standard (HCS) rulemaking for companies’ chemical products previously labeled and stored in their existing inventory.

NACD Applauds Markup of TSCA Reform Legislation
NACD President Eric R. Byer made the following statement on the U.S. Senate Committee on Environment and Public Works’ (EPW) markup of the Frank R. Lautenberg Chemical Safety for the 21st Century Act that would reform the nearly 40-year-old Toxic Substances Control Act (TSCA).

Nearly 90 members of the National Association of Chemical Distributors (NACD) will descend on Capitol Hill today, making the case for modernizing legislation that impacts chemical distributors and the more than 750,000 end users they serve.
NACD Applauds Surface Transportation Board Legislation Markup in Senate
NACD welcomed the Senate Committee on Commerce, Science and Transportation markup of the Surface Transportation Board (STB) Reauthorization Act of 2015 (S. 808). S. 808 strives to make the STB function better for shippers by expanding the number of board members for the STB from three to five, increasing transparency, and making changes to the arbitration and investigation provisions of previous STB reform legislation. S. 808 was adopted and reported favorably out fo the committee without amendment.
NACD Files Comments on DOT Proposal to Prohibit Comingled Hazardous Materials Shipments
NACD filed comments with the Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) urging the agency to withdraw its proposal that would prohibit the shipment of hazardous materials in the same transport vehicle that, if mixed, could result in a potentially dangerous chemical reaction.
NACD Welcomes Surface Transportation Board Reform Legislation
NACD praised U.S. Sen. John Thune (R-SD), Chairman of the Senate Committee on Commerce, Science, and Transportation, and Ranking Member Bill Nelson (D-FL) for introducing the Surface Transportation Board Reauthorization Act of 2015 that would reform and reauthorize the Surface Transportation Board (STB). The STB largely oversees the regulatory compliance of the railroad industry and adjudicates disputes between shippers and rail companies.
